Borgodoes blather in a fog that Earth must be destroyed. The Borgodo "she" accuses Degra of betraying a great civilization. Normally revered by Xindi as Guardians, Degra ignores her and escorts Archer to the Counxil. The reps are angry; since Chief Rep poisoned his own grandson this doesn't bode well. (Why does a simple Gorn uniform look more effective than this Reman version?) Archer can handle a tough room though, if he takes Hoshi's sixty-seven dialects of insectoid along. After all he's been to the Principal.

In secret xavian ruins the arboreals and humanoids (why do they call themselves that?) are pitted against the bugs and the reps, leaving the aquatics as swing vote. Since it's easier to count stars in the sky than wait for an aquatics decision, at least it's not that hard. Archer admits he doesn't much like standing there and Grandpa goes all Jessup on him. Degra threatens any Xindi attacking Enterprise so Borgodo switches race-saviors and starts flirting with Grandpa. She promises him what he wants most: dominance.

Archer presents the remains of Light-Brite Wight, persuading the aquatics but pissing off the bugs. Grandpa pretends to listen and postpones the launch (so he can steal the Space Modulator!). Trip jettisons his assitude and accepts Degra's intentions. Then comes a doorbell, a few pleasantries about blowing up a rep scout-ship, and Grandpa puts a shiv into Degra! Phlox examines something suspiciously like a xavian skull in a sim-cloning chamber and counsels Trip to swap his old friend anger for his new one, lust. We are spared an exposition of tapeworm removal, however funny the potential poop joke.

Fan favorites Porthos and shirtless Archer briefly appear, interrupted by news of Degra's death. The bugs and reps act for all Xindi and quote a historical cry of tyrants. Finding three Xindi species standing against them, they only have two codes of three necessary for the Space Modulator. A too brief space battle ensues wherein NX-01 delivers a licking to a weapon unbelievably built to take it. In a moment of spite Grandpa beams Hoshi off the bridge and disappears into a Vortex.

A weak background plot involves Malcolm and T'Pol as he shanghais the shark Hawkins to steal a mcguffin from a nearby sphere. Reed's bad tactics and V'Ger's new claw leave the man dead, but it all happens as quickly as a passed note and doesn't deliver much emotional whammy. Just like most of this bass-ackwards episode, three dull parts Xindi politics to one part spectacular action.
